UN refugee agency (UNHCR) says 9 million people need extra winter assistance in four crisis-hit countries.

What it means

The UN refugee agency (UNHCR) has issued a winter appeal stating that an estimated 9 million people across Afghanistan, Ukraine, Syria, and Lebanon require additional assistance to survive the coming winter, due to funding cuts from governments and rising energy costs. The agency is seeking at least $35 million in public donations to provide essentials like blankets, heaters, and shelter repairs.

Accuracy & sourcesGrounded

The claim is based directly on a UNHCR press release issued on October 30, 2026, and is reported by multiple reputable news outlets (e.g., Arab News, Kyiv Post, Anadolu Agency). As a direct report of a primary source statement, the accuracy is high, though the actual need assessment may rely on UNHCR's own estimates.
